Study On The Evaluation Of The Transformation Effect Of Xinzhuang Industrial Park In Shanghai

After two decades of development, industrial parks, have become an important part of China’s economy. However, tremendous changes have all been undergone in the environments of world economy, technology and market in recent years. The growing international cooperation, the more convergent industry, and the accelerated industrial innovation keep challenging the capacity of industrial park. There are varying degrees of weakness shown in the development of abundant existing industrial parks. Thus, the corresponding economy transition researches have atractted continuous academic and industrial attensions.Based on the background above, in this study, the Xinzhuang Industrial Park in Shanghai is choosen as a sample. The effectiveness of the transformation is tried to be evaluated to find the key factors of the successful transformation, which would in turn provide reference and inspiration for other industrial parks.Firstly, the development process of Shanghai Xinzhuang Industrial Park and the present situation were studied and summarized; secondly, the emerge of the bottleneck in the recession period and the corresponding reasons were analyzed, and the strategy undertaken in the period of transformation of the industrial park had been discussed; thirdly, the annual comprehensive competitiveness of Xinzhuang Industrial Park was estimated using factor analysis method. Therefore, it was indicated that, via comparing the comprehensive competitiveness index during 1999-2013 (before and after the transformation of Xinzhuang Industrial Park), the transformation of Industrial Park showed not only short-term effect, but also potential of sustainable development. Meanwhile, during the transition, the scale connotation expansion of the industrial park achieved a good driving effect, improving the anti risk ability of industrial park. This study concluded that the construction of industrial parks must be forward-looking, and well-considering of the bottlenecks that may be encountered; the adoption of connotation of transformation could maintain its integrated competitive advantage in a long term; and a delayed evaluation of Industrial Park transformation effects results in more objective conclusion. At last, despite the limitation of this paper, it still gives some suggestion on the transformation of industrial parks.
