In recent years, China has actively participated in a series of regional and sub regional economic cooperation mechanism, developed various forms of economic and trade cooperation with neighboring countries and regions, actively participated in and promoted the process of regional economic integration. In the background of the continuous development of foreign trade and regional economic integration, as the driving force of industrial society--power, its security and economic issues has become increasingly extrusive. China’s electric power trade and cooperation with the GMS countries, is based on the common demand of electric power development and economic development.This paper firstly expounds the theory of regional public goods related to electric power trade and cooperation, through the introduction of economy and electric power industry development in the Greater Mekong sub region countries, this paper points out the necessity for the development of electric power trade and cooperation.Then this paper introduces and summarizes the history and development status of electric power trade and cooperation between China and GMS nations, and analyses its development policy support and technical support.Combining and using the theory of sub regional public goods, this paper analyses various problems in power trade and cooperation, analyses the influence of the United States and Japan and other countries, the influence of the Mekong River Commission.Referring and learning from the experience and lessons of foreign river basin management and power cooperation, this paper studies how to play the role of providing regional public goods in the development of our country, studies enterprises how to deal with the various problems of electric power cooperation, and puts forward the idea of establishing the Greater Mekong River Power Development Coordination committee.Finally, this paper analyses the spillover effect of electric power trade and cooperation as a regional public goods, and discusses the feasibility of developing power trade and cooperation with other ASEAN countries.
