With the speedy industrialization and urbanization, city traffic demands increase dramatically and become complicated and diversified. One of the obstacles for urban development is the unbalance between the infinity of traffic demand and the limitation of traffic resources. It is very remarkable that China’s urbanization develops in a high speed and the traffic problems become more serious. Urban public transportation has become an important measure to solve urban traffic problems by virtue of its unique advantages. For urban residents, efficient urban public transportation systems provide a stable and low-cost way for transportation, which meets living and working demandings of residents. For cities,urban public transportation systems can improve the utilization of road space, reduced or even avoided road congestion, and reduce energy consumption or pollution. Thus, urban public transportation is essential for the construction of harmonious society and harmonious city. The study of public transportation efficiency and its facts has important practical significance.To analysis the concrete connotation, development process, and comprehensive level of urban public transport, this paper focuses on urban public transportation efficiency, delves into the comprehensive level of development of urban public transportation. The main thesis is divided into six chapters:The first chapter raises issues, elaborates the meaning and value of public transportation study from the theoretical and practical aspects; combines the literature on urban public transportation evaluation and summarize investigative emphasis and hot spots for recent years; introduces thesis subject and main content.The second chapter is theoretical overview. First, this paper departures from public transportation characteristics, elaborates the basic properties of this industry; then explores the intrinsic link between urbanization and urban public transportation development; finally makes analsys on urban public transportation efficiency theory and its measurement methods.The third chapter describes evalution models. Based on characteristics and data availability of urban public transportation, this paper considers about both physical investment and capital investment, and analyses the efficiency of urban public transportation with Data Envelopment Analysis(DEA) method. Malmquist index method is used to calculate total factor productivity of urban public transportation. Finally, this part analyses the factors for efficiency by using Tobit regression method.The fourth chapter describes the genenal situation of urban public transportation. This part outlines the development process of urban public transportation, analyzes the characteristics of each stage, and does a statistical analysis on the development of infrastructure and passenger capacity of China’s urban public transportation. Using that as a base, this part summarizes the main problems in urban public transport development.The fifth chapter is empirical analysis. In order to explore the development of public transport and regional differences in recent years, this chapter applies the model from the third chapter to analyze the efficiency and influencing factors of urban public transport of China’s 31 provinces during the period of 2003-2011.The final chapter is conclusions and recommendations. Based on the conclusions from the first five chapters, this chapter outlines some policy recommendations for the development of China’s urban public transportation and provides an outlook of future study of this issue.The innovation of the paper: First, explores the intrinsic link between urbanization and urban public transport development. Second, measures the efficiency of urban public transportation from both physical investment and capital investment. Third, combines the Data Envelopment Analysis(DEA) method with statistic methods to analyze the efficiency of urban public transportation. Finally, studies the difference between different areas and time period of urban public transportation.
