Study On The Comprehensive Evaluation Of The Quality Of New Urbanization In China

Urbanization is a global phenomenon of social and economic transformation, is’also one of the biggest issues in the process of economic development.With the reform and opening, China had a rapid urbanization development,but also the poor infrastructure, uneven allocation of resources, severe employment situation,ecological environment destruction, the widening gap between urban and rural residents,which shows that China’s urbanization speed and quality are not matching.Therefore, we must change the existing development mode, and take a road of new urbanization.Eighteen of the party’s report put forward the new requirements of "obviously improve the quality of urbanization".At the same time, the state has introduced various policies to actively promote the construction of new urbanization, academia also presented a new urbanization research.But in terms of existing research, there is a lack of clear definition for the connotation of new urbanization, a lack of in-depth research on the quality of the new urbanization,a lack of the analysis of effect and problem for the national urbanization.Therefore, we review the new connotation of the quality of urbanization, building a scientific evaluation index system, and select the advanced evaluation method to evaluate and compare the new urbanization quality level in our country. We try to objectively show the new urbanization development present situation, to provide theoretical support for the implementation of the urbanization strategy.This paper consists of five chapters. The first chapter is introduction,mainly elaborated the background and significance,puts forward the research questions and ideas, analyzes the difficulties and possible innovation points, and organize the literature at home and abroad.The second chapter is the construction of new urbanization quality evaluation index system.We based on the existing literature research, combining with the relevant national policies to explore the new connotation and quality of urbanization,and set up a "Five one" new urbanization quality comprehensive evaluation index system, which includes economic development system, residents living system, social construction system, environmental protection system and urban and rural overall system.The third chapter is a new type of urbanization quality comprehensive evaluation method research.We evaluate the advantages and disadvantages of the traditional evaluation methods, and put forward a combination evaluation method which is projection pursuit based on genetic algorithm and the method of data envelopment analysis.The fourth chapter is the comprehensive evaluation of the quality of new urbanization in China.First, we use the method of projection pursuit to evaluate the new urbanization level evaluation in our country, launched by the layers of depth.Second, using DEA CCR model to evaluate the efficiency of China’s new urbanization. According to the results of PP and DEA, the new urbanization quality is divided into four regions. The research conclusion shows that the development of new urbanization in China is not balanced and the economic development is still the biggest factor.The new urbanization quality is the comprehensive embodiment of internal efficiency and external level, but there is no significant correlation between them.The unreasonable efficiency of input output in the new urbanization construction in our country needs to be improved.The fifth chapter is the conclusions and policy recommendations. Some suggestions on improving the quality of the new urbanization in China are presented.
