With China’s rapid economic development, China’s urban infrastructure is also rapid development of these infrastructure projects is not only related to the country’s economic lifeline, but also be able to provide reliable national daily living. As a representative of these large infrastructure, the construction of urban rail transit systems are also of concern to people, at least one rail line into the billions, as many as ten billion, so that capital investment, the cost management project management staff have been gradually the attention. How to ensure the quality and duration of the project, based on the use of cost management to reduce project costs, not only for urban rail transit system has practical significance for other large-scale construction projects are more far-reaching significance.At present, China’s urban rail transit construction mostly used BT mode. Firstly, the theoretical basis of the relevant research and analysis, including BT financing mode and full life-cycle costs, etc., as will the cost of managing the introduction of urban rail transit systems theory. Further, according to China’s urban rail transit construction projects in the past the actual data, the cost of the project at different stages of a detailed analysis and classification. Data were analyzed using the effective cost management focus, and according to the characteristics of the BT model, the cost of the construction phase of the project results and the cost of the operational phase of the project has close correlation.Finally, according to China’s urban rail transit project cost management, the main problem for the whole life cycle of the project at every stage propose appropriate cost management strategies. Expect to solve the problem at the same time, strengthen cost management and lower capital expenditures. Research was supported by the appropriate management strategies not only want to be able to solve the urban rail transit Southwest shares in question, but also want to be able to provide large-scale projects for other useful ideas and help.
