Research On The Problem Of Rural Land Circulation In Qinhuangdao City

Land system is a basic system of China’s economic and social systems, and land reform has been the core of rural economic system reform. In Chinato enter the completion of a comprehensice well-off society and the construction of agricultural modernization with Chinese characteristics in the context of rural land circulation is imperative to establish and improve the rural land circulation system time is also matures. Qinhuangdao City, Hebei Province as a high degree of industrialization of an agricultural area, under the of the practice of national policy and system, implemented a series of measures topromote local rural land circulation, has achieved certain results, at the same time also exposed a series of the problems, resulting in Qinhuangdao rural Land although not late start, but it has developed slowly.In this paper, it put forward the background, purpose and significance of the research firstly on the basis of literature study, summarized and reviewed the domestic and foreign literatures, did theory foreshadowing for the research. Secondly,the thesis analyzes the problem of rural land circulation in Qinhuangdao from macro and micro two levels. From a macro perspective, it systematically sorted the development transition of the rural land system and the evolution of the land policy on the one hand, which not only pointed out the historical inevitability of the development of the rural land circulation, but also reflected that realizing rural land circulation of Qinhuangdao is the positive response to the policy. On the other hand, it conducted the comparison analysis for the rural land circulation in China’s four major economic zones and four areas in Hebei province respectively, which found that although the effect of the rural land circulation in east economic zones around Qinhuangdao was obvious with not only big circulation area but also fast speed, but the rural land circulation scale of the whole east Hebei region is ranked behind, the implementation of circulation land area in Qinhuangdao is lower than the average level of Hebei province. From the microscopic perspective, it studied the status quo of rural land circulation in Qinhuangdao based on the economic development reality of Qinhuangdao, put forward the current problems of small scale, short limitation,single form, unstable price, not normative operation, frequent disputes and thesecurity of circulated peasant household can’t being solved, analyzed the restriction factors from four aspects of farmers awareness, local circulation policy, circulation service mechanism and the rural social security system. Finally, it put forward some suggestions of perfecting the rural land circulation of Qinhuangdao city aimed at the present situation and restricting factors of rural land circulation in Qinhuangdao.
