The Study On The Efficiency Of Fiscal Funds For Agriculture Of Guangxi Province

Our country is a big agricultural country with more than six hundred million peasants. Agriculture always has important position in our economy. It is the foundation of our national economy which guarantees the booming development of our secondary industry and tertiary industry. Since the implementation of the reform and opening-up policy in 1978, the agriculture in our country entered into a new developmental period. Under the wise decision from our party and state leaders, development patterns in agriculture were innovated continuously and the living standard of the peasants have been improved continually, which created a miracle-using 9% cultivated land supports 20% population. As the important border area on the border of our country, along the river, along the sea, Guangxi has its special advantages in the aspect of agricultural resources. After the establishment of China-ASEAN Free Trade Area and Beibu-Gulf Economic Zone, the agriculture in Guangxi province entered into gold period in the development. How to seize the opportunity to improve the development of agricultural economy to a higher level and how to improve the service efficiency of the fiscal funds for agriculture are very important and also are the study purpose in the paper.Based on relative theories, in the paper, the writer took the efficiency of fiscal funds for agriculture in Guangxi province as the study object. Firstly, the writer discussed and stated the literatures at home and abroad and stated the relative theoretical basis. Before calculating the efficiency of the fiscal funds for agriculture in Guangxi province, the writer made a general description for the general situation in the agricultural development in Guangxi province and the current situation of fiscal funds for agriculture in recent thirty years. By such analysis, the writer get know the scale, structure and production efficiency about the fiscal funds for agriculture supporting in Guangxi province. And then by using DEA and Malmquist index method for the data about the fiscal funds for agriculture supporting in 14 cities which were governed by Guangxi province from 2007 to 2013, gross output value in agriculture, the forestry, animal husbandry and fishery industries and per capita net income of rural residents, the writer calculated the total efficiency level for the fiscal funds for agriculture in Guangxi province. On such basis, the writer summarized the using problems which currently existed in the fiscal funds for agriculture in Guangxi province and put forward the policy and suggestion.The research results showed on the whole, the efficiency of fiscal funds for agriculture supporting in Guangxi province is low and for using there still existed the phenomena of waste, intersection and weak supervision strength and so on.So, in the paper, the writer put forward the countermeasures which can improve the efficiency of fiscal fund for agriculture in Guangxi province: firstly, we must guarantee we have sufficient amounts of fiscal fund for agriculture; we should made further optimizing for the structure of the fiscal fund for agriculture; we should integrate the fiscal funds for agriculture to make it show its overall efficiency; the more important one-we should improve the supervision strength, construct a new management system to ensure the fiscal funds for agriculture can operated with high efficiency.
