In recent years,with the active exploration of China's agricultural transfer methods,structural adjustments,and promotion of reforms,it has laid a certain foundation for further promoting agricultural transformation and upgrading.However,imbalances in supply and demand structure of agricultural products,irrational allocation of factors,pressure on resources and environment,and continued income of farmers Problems such as lack of growth are still prominent.The No.1 Document of the Central Committee in 2017 proposed to advance the “agricultural supply side structural reform” and to carry out the reform of the agricultural supply side.It is necessary to handle the relationship between the government and the market,coordinate the interests of various parties.The report of the Nineteenth Congress put forward the implementation of the strategy for the rejuvenation of rural areas,which once again placed agricultural and rural development in an important position.As the basic industry of the national economy,agriculture is also a weak industry and is an important area of financial investment expenditure.Correspondingly,fiscal input has an important role to play in increasing agricultural output value and increasing farmers' income.This paper focuses on the changes and features of China's fiscal support agriculture policy since the reform and opening up,and through a review of the current situation and problems of financial support for agriculture in Henan Province,and the efficiency of financial support for agriculture in Henan Province.The article first elaborated the research background and significance of financial support for agriculture,reviewed the domestic and foreign relevant literature and books on financial support for agriculture,and theoretically clarified the status,role and effect evaluation of financial investment on agricultural development.Then,from the perspective of historical analysis,we comprehensively reviewed the changes and features of China's fiscal expenditure on agriculture since the reform and opening up,and on this basis,we have conducted a detailed analysis of the scale,structure and benefits on agriculture in Henan Province.The DEA-Tobit model is used as the main logic to study the efficiency of supporting agricultural expenditure in various cities in Henan Province and to consider its financial input potential.Finally,put forward the policy recommendations to improve the efficiency of supporting agricultural expenditure on agriculture in Henan Province: First,we will plan the scale of fiscal expenditure to support agriculture and strengthen the management of fiscal funds.Second,we will optimize the structure of financial support for agriculture and accelerate agricultural modernization.Third,speed up urbanization and promote local economic development.
