Study On The Performance Of Financial Support For Agriculture Allocation Of Funds In Heilongjiang Province

To properly settle the three issues of agriculture and continue to make agriculture and agricultural economy a support to the economy play an important part not only in increasing farmers’ revenue, improving agricultural efficiency and developing rural areas, but also in the overall development of economy and society. Since agriculture is an inferior industry with a wide range of external properties,the government is required to give enough support and protection to its development, among which fiscal support is an important way. In recent years, fiscal funds to support the development of rural areas has been increasing year by year in Heilongjiang Province, which has made some improvement. The allocative efficiency of agriculture-supporting fiscal funds will determine whether the fiscal funds can take effect and whether the anticipated goals can be reached. Therefore, it is necessary to make further research on the allocative efficiency of agriculture-supporting fiscal funds in Heilongjiang Province.Based on the fiscal budget and the statistics on fiscal support to agriculture in Heilongjiang Province, in combination with methods of practice-theory relating, comparative analysis, case study and canonical parse combination, qualitative and quantitative analysis, this paper has studied the allocative efficiency of agriculture-supporting fiscal funds in Heilongjiang Province, and thus proposed suggestions to improve and increase the allocative efficiency of fiscal funds in Heilongjiang Province.Based on the theory of public finance and the theory of system innovation, this paper has analyzed the current allocation of agriculture-supporting fiscal funds in Heilongjiang Province from the perspectives of its scale, structure and effect. The evaluation index system was built to carry out static and dynamic analysis on the allocative efficiency of fiscal funds in Heilongjiang Province with DEA model, which can be concluded as follows: cities in Heilongjiang Province are generally low in technological efficiency and scale efficiency and relatively high in pure technical efficiency. The efficiency of agriculture-supporting expenditures in cities is low, thus the government is supposed to expand the expenditures to support the development of agriculture. Besides, analysis was made to find out major problems in the allocation of agriculture-supporting fiscal funds. These problems mainly presented as insufficient investment of fiscal funds to support agricultural development, irrational structure of the expenditure and management irregularities of funds. To promote the allocative efficiency, it is suggested to increase the fiscal funds to support agricultural development, improve expenditure structure and establish a sound regulative system to manage agricultural-supporting fiscal funds.
