In 2009, The State Council officially approved the "Overall Development Plan Of Hengqin", in which constructing the high-end service-oriented modern industrial system was clearly putted forward as the development project of Hengqin, with the full implementation of CEPA framework agreement as a breakthrough, and taking full advantage of the development of the service sector. In 2015, Guangdong FTA include Hengqin are approved, As the only FTA area which has land bridge connecting with Hongkong and Macao, then the path in the conditions established policy Hengqin development of high-end service industry research is very important. In the background,This article will do in-depth analysis of the development of high-end services in Hengqin about external environment and internal resources, and ultimately form paths of development of high-end service in Hengqin and make suggestions.Firstly, this paper analysis the development situation of high-end services in Guangdong, Hong Kong and Macao, identify faster growth of the industry in Guangdong, Hong Kong and Macao. Analysis include that the need to focus on high-end services in Hong Kong is the cultural and creative industries, information services, tourism; need to focus on the high-end services in Guangdong is modern business services, social services, science and technology research,modern logistics, tourism; the need to focus on high-end services Macau is tourism. And from four aspects of market demand, technological innovation, investment, industry competition and collaboration to identify all the advantages of Guangdong, Hong Kong industry, the rapid growth of the factors.Secondly, to identify high-end services development Hengqin favorable factors compare with Guangdong, Hong Kong and Macau.and further analysis Hengqin development of high-end service industry currently facing external opportunities and potential threats. Then, based on the analytic hierarchy process to determine the importance of the positive impact of these factors, combined with the three basic principles of industry selection, make recommendations to select the priority development of Hengqin high-end services.Finally, based on the conclusions of the above study proposed path of Hengqin development of high-end services advice and suggestions. This paper argues that the Hengqin development three path of high-end services, one is through incentive policies to support the priority industries. Second is to strengthen international cooperation, with the Nansha sea and Qianhai development. Third is to strengthen the headquarters economy, and promoting corporate headquarters gathering. Therefore, this paper present the following five proposals of the development of high-end services in Hengqin: deepening the Hong Kong, Macao with Hengqin tourism cooperation, to innovate tourism products, to avoid the homogenization of competition; deepening innovation of financial services, make full use of the FTA first try first advantage accelerate financial innovation;further strengthen infrastructure construction, and actively guide private investment, actively mobilize social forces to participate in the construction; deepening research cooperation, foster high-end professionals, and further implementation of personnel policies; to attract more well-known companies and speed up the formation of industrial clustering effect.
