The development quality of high-tech industry affects the national development strategy and long-term competitiveness.However,there is a big gap between the R&D capability of key core technologies and that of developed countries and a serious imbalance in the development of high-tech industries in various regions.There are many factors influencing the development of high-tech industry,and a single factor cannot drive the high-tech industry to achieve high-quality development.In addition,in the current digital context,high-tech industry realizes cross regional and cross industry resource integration with the help of digital technology to promote the balanced development of industry.Integrating digital technology to develop high-tech industry is one of the important measures to achieve high-quality development.Therefore,how to combine various factors to form a stable development path and promote high-tech industries to enter the fast lane of high-quality development in the digital context is the focus of local governments,and also the content of this paper.First of all,based on the literature analysis of relevant research,this paper defines the relevant concepts and characteristics of high-quality development of high-tech industry,and analyzes the logic of high-quality development of high-tech industry driven by multiple factors in combination with the current digital background;Secondly,based on the TOE(Technology Organization Environment)framework,this paper selects six factors,namely,digital level,technological innovation ability,industrial agglomeration,industrial scale,government sponsorship and intellectual property protection,to analyze the factors affecting the high-quality development of high-tech industries and build a theoretical model.Finally,case analysis and spatial context difference analysis of configuration solution are conducted for the high-quality development path of high-tech industry in 2019,and time evolution trend analysis and time-space difference analysis based on fixed index are conducted according to the research data in 2016-2021 to study the similarities and differences of high-quality development path of high-tech industry in different regions at different time periods under the digital background.The research found that the level of digitalization and technological innovation have a universal role in driving the high-quality development of high-tech industries before and after the epidemic;The difference trend of configuration paths in different periods and regions is obvious;The time-space difference analysis based on the fixedbase index found the differences of key factors affecting the high-quality development of high-tech industries in the east,middle and west.Finally,according to the research results,we put forward targeted and systematic suggestions.
