The paper collects the relative theory of service outsourcing, comparing the current conditions of China and India’s service outsourcing and measuring the comprehensive competitiveness of the two countries; Then, qualitatively and quantitatively compare and discuss the causes of the formation of China and India service outsourcing competitiveness level differences. Corresponding to putting forward the suggestions which promote sustainable competitiveness of the service outsourcing in China.The article have the following resuts:1. According to the comparison of current situation of service outsourcing between China and India, at the market scale,China is a big power of service outsourcing which only second to India.; at the type business of service outsourcing, China mainly engaged in the lower business of ITO, India mainly engaged in the higher business of ITO and BPO;.at the market main body of the service outsourcing, no matter in scale、 income or qualification, the competition of China’s companies are lower than India.2.According to the RCA index, itindicates that the comprehensive competitiveness of China’s service outsourcing is weak, but the gap is shrinking.3.At the aspects comparison analysis, from the prospect of the human resource, China has a competitive edge in quantity, but has a relative disadvantage in cost、management and quality; At the informal institution level, domestic consumers in China are lack of service consciousness when compared to India; In the formal system, China and India constantly optimize the opening institution environment of the service industry, reducing gradually the limitations and opening strategic intentions are clear, but in different emphasis. When compared with India, China’s legislation has been gradually perfected, but enforcement is still not enough On the intellectual property system; On the policy support, China’s industrial policy environment is relatively perfect, but trade policy environment relatively lag; At the opportunities which the system change brings, China’s future is more bright and has the prospect of development.4.According to the cointegration test results of model, in the long term, the factors which will promote the formation of China’s sustainable competitiveness in service outsourcing are:the talent quality、 domestic service consumption habits and ideas、the institutional environment of service industry opening、human resources management system of service outsourcing enterprises、industrial policy and trade policy support; However, the factors which will promote the formation of India’s sustainable competitiveness in service outsourcing are domestic service consumption habits and ideas、human resources management system of service outsourcing enterprises、industrial policy and trade policy support;5. In order to achieve sustainable competitiveness, our country should speed up the transformation of domestic service consumption concept, build the relative regulation which fully play the human edge and improve the intellectual property system and policy support system.
