Because the insufficient support from regional government, serious local protectionism, the transformation and upgrading of manufacturing industry in Pearl River Delta region is difficult.The manufacturing upgrading in The Pearl River Delta put forward new requirements on the functions of the government, such as the adjustment of the economic management function, strengthening market supervision and the public service functions. By the development of western advanced industrialized countries, we can know that the government plays a very important guiding role in the transformation and upgrading of manufacturing. In view of the government’s important role in industrial upgrading, the government in the Pearl River Delta needs to transform government functions.To effectively transform government functions, three things need to be implemented: first, the the local government in Pearl River Delta region need to build a service-oriented government, which is the core of the transformation government function. The local government can build a service-oriented government from two aspects:set up the modern service idea and deepen the reform of the administrative examination and approval system; Second, redefining and clarifying the relationship between the government and the society, market and enterprises; Finally, from changing arrow concepts of local interests, setting up the regional unified market and establishing regional information sharing mechanism to strengthen the cooperation of local governments in the area.
