With the rapid development of science and technology at present, the increasingly fierce competition in the global science and technology and according to the State Council released the latest "on promoting the accelerated development of the service outsourcing industry views", in order to expand the scale and improve the quality of service outsourcing faster and better, through the means of reorganizing the enterprise value chain, optimize the allocation of resources, reducing the cost and risk of the enterprise, at the same time enhancing the core competitiveness of enterprises, there will be hided enormous opportunities and challenges in service outsourcing market for the global. Service outsourcing, as a new mode of trade in services, contributed to the economy of countries, but compared with other countries, in our country, the service outsourcing belongs to the emerging industry, having little experience, still in the low-end stage during the whole industry value chain, mainly concentrated in the information technology outsourcing categories, such as these fields:software development and testing, data entry etc. while the relevant scheme design, solve, such as research and development of high-end business seldom or almost not involved, which are high closely related with our low professional ability in most our enterprises, the limited capacity directly affects the business space and profit space of ascension, the ability of independent innovation and enhance the ability of professional technology depends on the promotion of the enterprise, and external recruitment as an entrance of the outsourcing industry is very important, whether an enterprise can rapid development or not, whether it can have a competitive advantage in the industry or not probable mostly depends on the success or failure management during the external recruitment.Therefore, according to the problems of information technology outsourcing and foreign hire management this paper studies the present development of service outsourcing in China through observation, comparison, connection and analysis, studying the recruitment theoretical knowledge which involved in the external recruitment in external recruitment management, putting forward some ideas to suit the industryexternal recruitment management, analyzes the causes of the external management bottleneck and hinder the formation of service outsourcing in other modules of human resources management development. Finally, according to the external characteristics of the service outsourcing industry, through the analysis and study on the related strategies, put forward some suggestions and solutions.
