Since World War II, in the process of European integration, the event which has profound historical significance is the process of monetary integration in the Community.From the European Payments Union (EPU) to the goal of an economic and monetary union (EMU),the quest for monetary integration expected to become a reality by the end of this century. Yet,European monetary integration cannot be fully understood without looking at the political force behind it and placing it in its historical context.This article is divided into three parts, is composed of introduction, text and epilogue.The exordium mainly introduces the domestic and foreign scholars on the research achievements of European monetary integration, and briefly illustrates the origin of this article, research ideas and innovations.The first chapter mainly combs and analyzes the historical roots of the European monetary union. This chapter mainly expounds and discusses the background, content and influence of important events in the process of European monetary integration,such as the European Payments Union (EPU), the treaty of Rome, The Werner Report and the European monetary system.The second chapter mainly introduces the preparation of the European Economic and Monetary union.From The Single European Act and the Genscher memorandum to The Delors Report, the construction of the Economic and Monetary Union put forward gradually.The third chapter analyzes six important issues and influence factors of Germany, France, Britain position and proposition in the European and Economic Union Treaty negotiations.The fourth chapter mainly discusses the process of twelve countries which join the European Community approved the Maastricht Treaty. Outlining the basic attitude of member states towards The Economic and Monetary Union.And then describes the basic information of the member states approved the treaty.In the final analysis the reason of the treaty approved encounter difficulties.The last part is epilogue, which is about the merits of the treaty, and expounds the influence on the European Economic and Monetary Union.
