On Government-business Relation Coordination During Transformation And Upgrading Of State-owned Grain Enterprises In Southern Jiangsu

With the continuous development and maturity of market economy in Southern Jiangsu, the functions and status played by the Grain Department and state-owned grain enterprises of this area also go through changes. Since the current “small,sporadic, feeble” situation of the state-owned grain enterprises cannot meet the competitive requirements of local market economy, transformation and upgrading of such enterprises become imperative. Throughout the reform process of the state-owned grain enterprises and in view of their developing features, the reform of such enterprises has close relationship with the local government and the Grain competent authority. Thus, improper government intervention will always result in relationship coordination dilemmas between the government and enterprises, for instant, absence of policy implementation, dislocation of government function, imbalance of rights and liabilities between the government and enterprises, etc. To fulfill the transformation and upgrading of local state-owned grain enterprises, the causes leading to relationship dilemmas should be cleared and then appropriate measures should be taken, so as to improve government policies and enterprise systems, which will in the long run promote the reform of government institutions and strengthen social supervision. Through the joint cooperation between the government and enterprises or among various social communities, it is sure to be a benign external environment for the reform of the state-owned grain enterprises.
