With increasing environmental uncertainty, organizations experience constant change and innovation to adapt to fierce market competition. To better adapt to dynamic business environment and make correct decisions, top managers need advice from lower level employees. Work groups are more and more important in organizations, employee voice may bring about more benefits for work group. Voice climate are both very important to group voice and group performance. It is important for the development of work group to study the mechanism through which voice climate forms. Under the back ground of organizational change, team initiative are group oriented change actions, for adapting to rapid changing environment. Based on social information processing theory and from team proactive behaviors angel, the study explored how group voice climate forms and its other outcomes.Data were collected from 78 work group by the questionnaire survey, the paper examined how team initiative, team member exchange and task interdependence influences group voice climate and also examined the relationship between group voice climate and team decision making performance, team innovation performance and job satisfaction. Results indicated that:(1) team initiative is positively related to group voice climate;(2) team member exchange mediates the relationship between team initiative and group voice climate;(3)task interdependence moderates the relationship between team initiative and team member exchange;(4)task interdependence moderates the relationship between team member exchange and group voice climate;(5)task inter dependence moderates the mediation process(5)group voice climate is positively related to team decision performance m, team innovative performance and job satisfaction.
