Along with the rapid advancement of China’s economic society, industrialization and urbanization have developed quickly on a large scale across the country. In the wake of the rapid industrialization and urbanization, there is an increasing demand for land resources, and a large number of farmlands are turned into construction land, which has led to the result that huge quantities of rural villages lose their land. For a variety of reasons, however, the survival and employment of rural land losers are unpromising. They not only lose land but also lack labor skills, as a result of which their sustainable development is worrying. In order to address the increasingly striking unemployment problem that rural land losers face, national and regional governmental departments have enacted a series of job training policies for rural land losers in the hope of changing the worrying situation. These job training policies have achieved excellent effects in many regions, whereas their implementation still shows varieties of deficiencies and contradictions, thus failing to produce satisfactory effects. In view of this, it is necessary to analyze the implementation situation of the job training policies adopted for regional rural land losers with a view to finding out the problems and deficiencies in policy execution process. Then, based on the identified reasons and influencing factors, effective strategies are explored in order to improve the implementation effect of the job training policies adopted for rural land losers.In this paper, the implementation situation of the job training policies adopted for rural land losers in China is taken as research object and the compatible model of policy implementation as major theoretical basis. Then, on this basis, partial thoughts of policy responsiveness theory and new public management theory are used to analyze the implementation effects and problems of the job training policies adopted for rural land losers in combination with the actual case in Xiangzhou District, Xiangyang City, Hubei Province. In this process, the focus is placed on exploring and analyzing the factors influencing policy implementation effect from the perspective of the interactive communication between government and rural land losers, which aims to propose strategies and suggestions on how to improve the effect of the job trainings provided for rural land losers.According to abovementioned analysis and research, this paper believes that the major problem that the implementation of the job training policies adopted for rural land losers faces is the low policy responsiveness between policy implementation department and policy target group arising from the obstructed interactive communication. There is a lack of the unified concept between the policy implementation subject and policy object as a result of their disconnection. Policy implementer fails to make clear the specific situation and the actual demand of the policy object effectively and there is a disconnection among policy contents, policy implementation means and policy objects. All these have led to weak policy implementation effect. In order to address these problems and improve the implementation efficiency of job training policies, attention must be paid not only to exploring a solution from the perspective of the interactive communication among implementation subject of job training policies, people affected by policies and policy environment, but also to constructing a favorable interactive mechanism for policy subjects to enhance policy responsiveness. Concretely speaking, the implementers of the job training policies adopted for rural land losers are required to build up the policy implementation concepts that highlight the equal communication and dynamic exchange with policy target group, as well as to establish a communication adjusting mechanism for policy objects. They are also supposed to highlight the publicity of job training policies, construct the interactive communication system and information exchange channel with greater efforts, and establish the result assessment mechanism for the implementation of job training policies. Besides, it is necessary to investigate and analyze the job training demands of the land losers as well as to enhance the pertinence of the training contents, innovate on the job training mode and improve job training methods in the light of the characteristics and market demand of land loser group. Finally, there is a need to optimize the external support system of job training in close association with land losers’actual demand for job training, as well as to foster a favorable policy environment for the implementation of the job training policies adopted for land losers from different standpoints such as laws and regulations, labor protection, and fund supply.
