At all times and in all over the world,the land issue has always caught the eye of researchers and become an important issue in the development of the economic field.As an important factor of production,land plays had became an important role in human history.With the rapid development of urbanization and industrialization,the demand for land is increasing dramatically,the contradiction of land market is becoming increasingly acute,the land problem is becoming increasingly prominent.In other words,the rural land is facing new opportunities and challenges.Therefore,the Third Plenary Session of the 18 th Central Committee of the Communist Party of China proposed to establish a unified construction land market in urban and rural areas.Subsequently,it was decided to use 33 pilot areas,such as Daxing District of Beijing,to try out the policy of rural collective operating construction land entering the market.At present,in the process of high-quality development of urban-rural integration,there are some problems such as the difficulty of rural collective operating construction land entering the market,which directly reflects the deviation and even distortion in the implementation of rural collective operating construction land entering the market policy.It is of great theoretical and practical significance to deeply analyze the way of entering the market of rural collective operating construction land,strictly regulate the entering the market of rural collective operating construction land,and improve the implementation quality of the policy of entering the market of rural collective operating construction land.Through field investigation,literature review,comparative analysis etc methods,from the perspective of policy implementation,based on the implementation of rural collective operating construction land market policy in Tiandong County,Guangxi Province,closely combined with the theory of public policy implementation,as the aspects of policy itself,executive subject,executive object,policy environment,etc aspects,deeply analyzes the problems and influencing factors in the implementation of the policy of rural collective operating construction land entering the market,and based on these problems,puts forward five considerations to improve the quality of policy implementation,such as enhancing the government's research and judgment on the implementation of the market entry policy,actively learning from the experience of other pilot areas in policy implementation,optimizing the market mechanism of rural collective operating construction land,consummating the income distribution system of rural collective operating construction land,improving the relevant laws with regulations of rural collective operating construction land.so as to provide a reference for promoting the high-quality development of urban-rural integration.
