In the 21st century Marine’s Strategy position prominent increasingly in the world, more and more countries are positive to develop the marine economy and rise up it to the national strategy. The President of China Xi Jlngpin put forward to build an international cooperation initiative which called "One Belt and One Road "during a visit to Indonesia in 2013,that causing a positive response to global attention and coastal countries. The "One Road" mean "the 21st Century Maritime Silk Road", which can be regarded as the extension of regional economic cooperation of China-ASEAN, then deepen and enhance the Pan-Beibu Gulf cooperation is a demand of upgrading China-ASEAN free trade area, but also the core of the subject in building "the 21st Century Maritime Silk Road". Therefore, it is necessary to incorporate the Pan-Beibu Gulf’s ocean cooperation into the overall strategy and planning of 21st century ocean "Maritime Silk Road", to further release of its leader effect, to make it to be the first demonstration project for developing the partnership of China-ASEAN and building the 21st century ocean "Maritime Silk Road". Because of the Pan-Beibu Gulf’s marine development involves a number of countries or regions, and the limit on political objective factors, levels of economic development and other objective factors, there are some difficulties to build directly the global marine economic cooperation zones. To do this, start with the beginning of the demonstration area, transit step by step building multiple marine center cooperation in the Pan-Beibu Gulf region, thus forming a network of marine cooperation throughout the region.Based on the logic which are revealed by the theory of Sub-regional economic cooperation, This paper thinks it is a feasible path that in a big region cooperation scope, but when the region sea industry has the development in the degree of development also not high situation, choose one small with development potential and comparative advantages of regional cooperation to build a pilot demonstration area in maritime cooperation, gather various sea element of production in the region, build a regional growth pole, eventually achieve a comprehensive cooperation in the Pan-Beibu area. Based on the above understanding, the paper analyzes the macroeconomic environment and the marine industry cooperation in the Pan-Beibu Gulf, then compared with Guangdong Province and Hainan Province, it is advantage to Guangxi Beibu Gulf Economic Zone in a unique geographical, strategic, platform latecomer and potential, and in the early oceans for Pan-Beibu Gulf Economic Cooperation extensive preparations. Meanwhile the Guangxi government has made a lot of preparatory work for the Pan-Beibu Gulf’s marine economic cooperation in early stage. At the same time, the paper analyzed the difficulties that the Beibu Gulf economic zone faced, when build the cooperation demonstration area. And then the paper put forward the marine industry cooperation path of the marine cooperation demonstration zone, which made a detailed analysis for carrying out the marine industrial cooperation of the demonstration zone. And then the paper put forward the strategies from the perspective of constructing the demonstration area in the Beibu-Gulf economic zone for providing fast and convenient access to the sea area of cooperation and promoting the construction of the "Silk Road",which hoped to be able to establish the Pan-Beibu Gulf marine economic cooperation mechanism, provided a mechanism to protect the implementation of maritime cooperation; to enhance the level of Bonded Logistics, strengthen the cooperation among the Pan-Beibu Gulf’s harbors, improve infrastructure.
