Inter-Government Cooperation Among Cities Relating To Development Of The Beibu Gulf Economic Zone

The Beibu Gulf Economic Zone in Guangxi is situated at center of the Beibu Gulf economic rim and neighbors to Southeast Asia by land and sea, so it plays the role as a joint between China and ASEAN, East Asia and Southeast Asia. It is also a strategic bridge for Guangxi to promote pan-Beibu Gulf cooperation and contribute to all-round cooperation between China and ASEAN nations. Therefore, as a new intersection of regional economic cooperation, its opening-up and development are of important significance to comprehensive development of Guangxi and the establishment of China-ASEAN Free Trade Area.Along with its progress, inter-government cooperation among cities in the zone is necessary to be enhanced and will play an important role to promote coordinative economic development. However, as the economic zone is now at its initial stage, inter-government cooperative mechanism among cities has not yet completed and problems still exist.This theme, in accordance with theoretical and practical researches in the field of public management, seeks to reveal those existing problems in inter-government cooperation among six cities including Nanning, Beihai, Qinzhou, Fangchenggang, Yulin and Chongzuo in the economic zone, so as to find correct and effective breakthroughs in fulfilling functions on mutual cooperation by local governments. On this basis, some counter-measures and suggestions are put forward with an aim to further the development of the economic zone.The main contains are as follows: Chapter I: The part introducs background and significance of the theme, reviews theories relating to inter-government cooperation among cities and points out some questions needed to further study.Chapter II: The part makes theoretical thinkings to inter-government cooperation among cities in the zone, expounds some problems in this aspect, and analyses necessity and importance of mutual cooperation.Chapter III: The part introduces status quo of the Beibu Gulf Economic Zone and, in the context, analyses relevant macro-economic background and objective obstacles to inter-government cooperation.Chapter IV: The part analyses existing mechanism, policies and problems on inter-government cooperation among cities in the economic zone and explores the reasons that resulted in these problems.Chapter V: Basic principles and ideas are proposed so as to resolve problems remained in inter-government coopertion among cities during the development of the economic zone.
