The Research Of The Audit Of Public Resources Transfer

With the development of society and economy, the transfer of public resources has aroused more and more attention. However, the issues of less average public resources per capita, low efficiency of using and uneven distribution are still unsolved. During these years when China’s economic is enhance rapidly, many public resources are over-exploited and have caused serious damage to the ecology as well as the environment. The national government is emphasizing the construction of "sustainable development road", in which the environmental issues can not be ignored. So more strictness is required in handling the public resources and the key is solving the problems. In order to solve this problem from the origin, we need to establish a scientific, rational and efficient management and supervision mechanism to restrict the management of public resources. The audit of public resources transfer could evaluate the transfer of public resources from both the economic and non-economic vision and make such transfer market more restrictive without disorder, so as to achieve the purpose of scientific management.In this paper, the method of combining standard research and case study is used in the analysis of the transfer of public resources. Firstly, I defined the concept of the transfer of public resources and present the transfer manner of public resources which involves invite tender, asset securitization transfer and consumption transfer to analyze the stakeholders of public resources which includes the people, the agent party, such as the transferee. Then analysis the range of public resources in multifaceted vision about the necessity of the audit of the transfer of public resources which exists in the management of government departments and the relevant systems that are not perfect. Subsequently, this paper start from the analysis of government information and the extent of market regulation and raises some questions of the existence of the transfer of public resources and conduct a series of explanations. At the same time, with a comprehensive analysis and study of a case, I raise my own suggestions of the audit of the transfer of public resources to support assumptions of audit of the transfer of public resources. This part will combined with the problem analysis that we’ve said above to make the appropriate solutions on the basis of the issues proposing. And I will make some personal assumptions from the relevant laws and regulations, the current social situation and social needs and the training of quality of relevant person to raise some suggestions for the construction of the ideal system of the audit of transfer of public resources.
