Rural wastewater treatment process is still in its infancy in China. With development of rural economy and the completion of urban sewage network system, rural sewage wastewater gradually become an important source of pollution. The government and the society also pay more and more attention on the governance of rural wastewater treatment. Mass pilot rural sewage treatment projects began in the eastern part of China during the "1 lth five-year plan" period, and rapidly promoting in the "12th five-year plan" period. In recently ten years, national and regional government invested huge amounts of money on rural sewage treatment projects but still difficult to make a remarkable progress.Analyzing the difficulty of rural sewage treatment in our country, we can find the core plight is the high cost of wastewater treatment. This phenomenon is even highlighted by the process of rapid urbanization. The cases of failure of rural domestic sewage treatment plants show that if we ignore the impacts of rapid urbanization to rural domestic sewage treatment, sewage treatment plants can hardly maintain the original cost effectiveness. And this, in turn, will increase the difficulty and financial pressure of rural sewage treatment.The influence of the urbanization, which reflects on one section in treatment plants’life cycle, will easily pass to other sections and eventually lead to the failure of the project as a whole. To the study of such phenomenon, the normal cost effectiveness analysis is not enough. It is necessary to use the life cycle cost analysis(LCC), which enables researchers take project as a whole and analyzing in a long time dimension, to inspect its overall cost effectiveness.This article starts from the plight of high cost of China’s rural sewage treatment program. Then, references the domestic and foreign related research. Analyses common invalid situations of sewage treatment projects in the perspective of rapid urbanization. After all these steps, builds the rural sewage treatment project life cycle cost(LCC) model and discusses two typical cases which show how exactly the urbanization impacts to life cycle cost of rural wastewater treatment project. Finally finds out the defects and deficiencies of wastewater treatment we design today and makes the final conclusion.Under the background of rapid urbanization, research finds that rural wastewater treatment plant, which is designed only considering the current cost effectiveness has its limitations, may increase the risk of failure. So it is necessary to adopt life cycle cost analysis(LCC) at the first beginning(in the project design period), taking the influence of urbanization into account to optimize its life-time-cost.
