Distributed solar power,as a clean energy generation, has a lot of its own advantages. It is close to the user, not requiring long-distance transmission. That is to say,it can largely improve the energy use efficiency. And its anti-jamming capability is particularly strong. In addition,There is a huge market potential in underdeveloped areas, for it can solve some problems in the area of electricity. However, distributed PV also has its own weakness, for example, its high cost of electricity and longer payback period. In this study,we firstly introduced the environmental benefits of the factors. That is to say,we take it into account that PV is not only a technical and economic project, but also an environment-friendly project, with very good energy efficiency and environmental benefits.Though some literature also considered its environmental benefits, most stayed in qualitative research.Even with quantitative research, also stay in the calculation of reducing emissions of harmful gases. In this study, we introduce a small carbon emissions trading.Transform environmental benefits into economic benefits by a certain method. This paper conducted a sensitivity analysis after making the cost-benefit analysis. The empirical results show that,NPV increased about 40%,the payback period reduced by six months and IRR improved about 14% when considering environmental benefits. This shows, the implementation of a small amount of the distributed PV feasible in carbon emissions trading is feasible. The sensitivity of the initial investment is highest. So reducing the price of photovoltaic cells, will promote the greatest degree of development of distributed photovoltaic power generation. The implementation of a small amount of carbon emissions trading has more advantages than the initial implementation of subsidy.Of course, if the two policies are simultaneously implemented, it will achieve greater results.
