Study On The Functions Of Our Government In The Public Management Of Tourism Resources

As with all national or collective public tourism resources as an important support of tourism scenic spots, in our country it bears not only for people to visit and tour, leisure, culture, education and recreation, but also undertake to protect and inherit the historical mission of heritage resources, improve people’s lives and improve the quality of life of the social mission, to promote economic development and increase employment economic missions. Because of public tourism resource has the characteristics of different places, welfare, information and quality fluctuation, it need the government to use administrative means and resources safeguard the legitimate rights and interests of parties in tourism market, correct or mitigate the negative phenomenon brought about due to market failure, in order to maintain the normal order of the tourism market, promote the development of tourism, the common welfare promote stakeholders. But in our current management system, there is a division of the public tourism resources compartmentalization of bull management, and as management is not divided, so its development is imbalance and the phenomenon of public scenic spots overloading is serious, and there exist the problems of lack social public welfare. In this paper, theory basis include the theory of public goods, the tragedy of the Commons theory, principal-agent theory of the public administration and Property rights theory of New Institutional Economics. Combining the useful experience of foreign management of public tourism resources, this paper analyzes the necessity and appropriateness of public tourism resource management functions of the government. This paper argues that the government should reform the existing management system of public resource management, it should act as a the protector, regulator, supervisor, coordinator and servant, and to fulfill these functions in a fair, justice and equal way, and in order to achieve the sustainable development of tourism resources and the unification of economic, environmental and social benefits.
