Since 2013, the President Xi Jinping and Premier Li Keqiang repeatedly mentioned the strategic vision to build the "Silk Road Economic Belt" in many different places and occasions. Nowadays, with the approval of the State Council, the “Belt and Road” strategic planning, composed with the "Silk Road Economic Belt" and "the 21 st Century Maritime Silk Road ", has been formally promulgated. The " Silk Road Economic Belt " strategy is not only an extension of the Western Development Strategy of our country, but also an important policy to protect our geopolitical security, energy security, regional stability and economic development. As time goes by, the influence of the "Silk Road Economic Belt" strategy will be growing and economic and trade exchanges between China and Central Asian countries will be further strengthened.Port is not only country’s gateway to the outside world, but also the important node of the development of export-oriented economy. It has inherent advantages in many areas such as international trade, foreign investment, port processing logistics, and tourism and so on. In addition, land ports, generally being correspondingly set with neighboring ports, has a unique comparative advantages and benefits of the two markets. Xinjiang, founding 15 national level external ports along its 5,400 kilometers of border line, is the only province having the most neighboring countries, the longest border and the most opening land ports. Depending on the geographical division, Xinjiang, located in the center of Eurasian Plate, is an important path node of the development of China west. Based on the background that China vigorously promoting "Belt and Road" strategic construction, Xinjiang must be the practical areas where being bound with its own geographical advantages and resources benefits. And the port must play an important role.Based on this, this article used 13 Xinjiang opening national level land ports as study objects, and used theories of city geography and urban system studies as basics to finish the comprehensive characterization of Xinjiang port system and propose countermeasures and recommendations on port group and regional development issues under the Silk Road Economic Belt strategy. This paper also used cluster analysis and analogy analysis to analyze land port group’s scale structure, function structure and space structure. This article mainly divided into the following three parts.The first part includes the research background, significance and document review, etc. This part focuses on the "Silk Road Economic Belt" strategy to interpret and summarizes through the system research and regional development research;The second part analyzes the grade scale structure, function structure and space structure of Xinjiang land ports system based on recent data. Specifically, learning from the past research methods of urban agglomeration, I used rank-scale and division dimension methods to complete analogy analysis in the grade scale structure of port; through the establishment of gravity model between different ports, this paper finishes comprehensive assessment of port group and cluster analysis under consideration of the strength of economic ties, spatial distances, logistics and transportation conditions; it also analyses function structure of ports and evaluates conditions of port hinterland by using quantitative and qualitative combinational analysis. And then summarizes the current characteristics and development trend of the port system, identify problems and potential economic growth of the port, which provide the basis for further research;Depending on the analysis of the current situation and the promotion of the Silk Economic Belt, the third part shows countermeasures and suggestions on Xinjiang port system optimization and interactive development. It mainly describes differentiation and gradient on the development of the port system, and provides relatively specific port’s development model and the key point of whole construction and then provides some reference to the port of Xinjiang and regional development.
