| Company A is a telecommunication construction company with a history for more than 60 years. The poor quality of the document management affects the quality of the project management. The company has tried hard to improve the situation, but the results have been disappointing. The problems were caused by the management environment and the project members. Based on project governance theory, this paper gave suggestions for improving the quality of the document and the problems caused by the agent’s theory. The framework of the document management was proposed, which is composed of creating the mechanism of management by objective, the operational support system, and the monitoring & incentive system.The paper focused on the creation of the operational support system, which is the most difficult part of building the framework. To clarify the regulation requirement, the author broke down a typical telecommunication project and recognized all the documents in all packages. By doing that, a flowchart of the document management and the responsibility matrix in the project was drawn. To clarify the resource support requirement, the calculation was needed to estimate the resources and supports needed for the document management. The paper provides a management process of the document which includes:document planning, document processing, document controlling and document achieving. The input, output and the technique and tools were stated in the paper.Finally, an electronic document management system was suggested for the operation of document management framework in Company A. So the regulation could be run on the system. The supporting system has the platform to operate and the framework of the document management was completed. |
