Research On Risk Management Of Software Outsourcing Of Electronic Document Management System In Astronautic Scientific Research Department

The emergence of electronic document brings to the traditional document management mode.As the file type,confused large number of electronic files,documents,use frequency is high,the document archives management level demanding space system,lagging in document management informatization.Application of electronic document management system has become the pressing needs of the space system efficient management document.Electronic document management system for software development outsourcing,this can not only help space unit focused on the development,improve the enterprise development planning,more help cut space unit system development costs,reduce the risk of failure for product development,improve service efficiency and management level of the space system.However will be outsourced software development is also facing many risks.In this thesis,through literature survey method,questionnaire survey method,bones diagram method and analytic hierarchy process(AHP)of the electronic document management system software outsourcing of space department to research risk management issues.Firstly,through the literature survey method,and combined with work experience,the problems existing in the analysis of space unit document management work,discuss the necessity of application of electronic document management system and the feasibility of the software outsourcing.The thesis also analyzes the core functions of electronic document management system and the non-functional requirements.Secondly,through the questionnaire survey method and bones diagram method,the the thesis can identify the risk factors with the phases of software outsourcing and integrated risk.The risk factors with the phases of software outsourcing include demand research,contractor evaluation and selection,the terms of the contract.The integrated risk factors include information security risk,bilateral moral hazard,innovation capacity degradation risk,etc.Then using analytic hierarchy process(AHP)to evaluate risk factors,from the risk influence degree,the degree of probability,controllable three levels to find out the importance of the risk factors,find space unit software outsourcing is facing the most important risk factor for the terms of the contract risks,requirements change,schedule and quality risks,risks of contractor selection,etc.,with low levels of important risk for the innovation risk of degradation and staffing.Finally,the thesis put forward the corresponding risk countermeasure,such as strictly implementing the contract management,reducing demand change risk,choosing and evaluating the contractor,etc.This thesis' s main research conclusion: space unit can undertake outsourcing will electronic document management system software,but need to do a good job of risk management,especially the control and guard against the terms of the contract,the contractor evaluation and selection risk,demand research and information security risks,etc.Space department should be on the demand analysis,contractor selection,contract management,control of outsourcing implementation process such as link to do a good job of risk management,avoid,reduce and transfer the software outsourcing process face various risks.In this thesis,the conclusion can for the space unit or other enterprises and outsourcing software development department to provide guidance on risk management decisions.
