| As the rapid development of market economy and modern logistics, rail freight service has many questions, for example: slow service, low convenience, cargo damage serious difference, unable to meet the diverse requirements of shippers and other aspects of the problem, it all makes rail freight is at a disadvantage in the fierce market competition, and lacks internal power of in-depth reform. Under the rapid advance and development of railway reform, Beijing-Tianjin-Hebei integration and railway economic, Hebei rail freight must reform its operating model to adapt more quickly to the needs of modern logistics development.Firstly, in this paper, it is based on the current development of Hebei rail freight, analysis of the purpose and significance of rail freight transforming to the modern logistics and building a rail freight modern logistics operating modes, and favorable conditions, adverse conditions and basic conditions(including: the material basis, management base and talent base) of the development of Hebei rail freight modern logistics, then SWOT analysis of Hebei rail freight modern logistics development internal strengths and weaknesses and external opportunities and threats, drawn from Hebei rail freight modern logistics development strategy types and strategic priorities. Secondly, the influence of the elements of Hebei rail freight modern logistics development is analyzed, draw a large factor on its impact, and lay the foundation for building a modern logistics operation mode. Thirdly, through analyzing the development positioning and development principles of Hebei rail freight modern logistics, and based on the development program of rail freight, build a rail freight logistics operation model under Beijing-Tianjin-Hebei integration.
