Research On Development Path Of TIANJIN International Air Logistics Center Under The Background Of Beijing-Tianjin-Hebei Integration

The International Air Logistics Center(IALC)has increasingly become a strong driving force and an important functional carrying area for regional economic development,national opening up and international trade.Under the backdrop of the Beijing-Tianjin-Hebei grand strategy of coordinated development in transportation,industry,and ecological integration,and the construction of Beijing-Tianjin-Hebei world-class urban agglomeration,Tianjin Airport has been given the important mission of building “China’s international air logistics center”.At present,regardless of the overall development level of the Beijing-Tianjin-Hebei multi-airport system,or the competitiveness of Tianjin air logistics industry,the prospect of Tianjin International Air Logistics Center(TIALC)is not optimistic.At the same time,as to what is an IALC,how to build TIALC needs further clarification.Based on the definition and analysis of the concept and characteristics of IALC,through the combination of literature reviews,expert consultations,and development practices of typical IALCs at home and abroad,relevant factors influencing the competitiveness of IALC are summarized,and the relationship and hierarchical structures between factors are clarified with the help of the interpretative structural modeling method(ISM).Then,by combining the development environment,development status and development stage of TIALC,the overall development path of TIALC was determined.Finally,in accordance with the process of TIALC’s service function upgrading,the development of TIALC could be developed in three steps,there are functional improvement phase(2018-2020)and quality improvement phase(2021-2025),and the ecological construction phase(2026-2030),at the same time,according to the implementation route,key tasks of three phases were formulated.
