| Under the Background of large department system, the Ministry of Railways was divided in to 2 parts: one part exercises the government functions, the other part exercises corporate functions. The implementation of the integration of Beijing-Tianjin-Hebei region, also need to straighten out the government management. Government modern management pattern for Hebei railway was studied to analyze its advantages and disadvantages, and then make innovation of Hebei government management functions and mechanism, safety and information management mode for the purpose of improving the government regulation efficiency and level to improve the economic and social development of Hebei province.Firstly, the theory of regulation was sorted, analyzing the regulatory objectives of railway administration. Secondly, the Hebei railway’s status quo and the special nature of railway reform were analyzed to make clear the current situation. Thirdly, central government’s requirement of government functions transformation and the integration of Beijing-Tianjin-Hebei region were studied to grasp the policy. Finally the new management model was proposed. To protect Hebei railway safety, the safety management experiment of the United States, the European Union and Japan was studied, and the new safety management mode was proposed combined with the status quo of Hebei railway. To promote the rapid development of information construction of railway Hebei, low-cost "cloud computing" information construction methods was put forward for Hebei-based railway lines uneven development. The research can provide scientific decision-making reference for the reform of the railway administration. |
