With the development of the national economy, the demand of the Chinese lubricating oil showed a significant increasing trend year by year. As of 2012, China has become the second largest lubricating oil market in the world. Chinese lubricating oil market gradually matured, and the industry consolidation will be at a high level. YongHong Company professional production of various high quality lubricating oil, and it’ll plan to build the annual output of 50,000 tons of lubricating oil (oil-based facilities) projects.In this paper, we did the planning and study for the project. It’s mainly following the requirements of national strategies for sustainable development, and we attached great importance to environmental protection. In this paper, we analyzed in-depth on the basis of market demand for the product, and comprehensive analyzed the competitiveness of the project then reasonably determine embodiment. So we can use the resource optimization and the economic maximized. We fully relied on the favorable conditions for the construction of YingKou City to maximize the advantages of public works, controlling the total investment, accelerating the construction schedule, reducing production costs, and making the project to obtain better value for money.We did mainly from the following aspects. The first, we researched status of project planning and management, and described the theoretical knowledge of project management. The second, we introduced the case of project construction units and projects, and we made a more detailed description and analysis for the background and the market of lubricating oil industry. The third, we did the planning for the project, including project plan, technical solutions, engineering solutions, human resources programs and security programs planning to complete the project planning and management objectives.
