Research On The Countermeasures Of Balancing Urban And Rural Development Based On The Interactive Mechanisms Of Urbanization And New Rural Construction

Since the reform and opening up, dramatic changes has happened in the China’s economy and society under the leadership of our Party and energetic hardworking of people. Especially in recent years,with the gradual improvement of the policy of Party and government, politics, economy and cultural undertakings have gained repeated success and living standard has been enhanced obviously. Urbanization and new rural construction have achieved positive results.However, overall,due to the long-term impact of urban-rural dual system and the misunderstanding of urbanization,the problems that are embodied in the unbalanced social and economic development are still widespread,which leaded to the expansion of the gap between town and country and prominent social contradictions that seriously confined the development of economy and society. Balancing urban and ruraldevelopment is imperative and how to do this is the key point of the series of problems.In the year of 2002,our Party came up with strategies of balancing urban and rural development.But local government at various levels have different cognition and development paths.It has been being discussed for every time,but the gap between urban and rural doesn’t be narrowed instead of being increasingly widened.Therefore,the paper discussed the way in which balancing urban and rural development aiming at the above-mentioned problems.Part 1:firstly,the paper analyzed the research significance of urban-rural relationship form the aspects of knowing national conditions and urban-rural relationship, narrowing the gap and so on based on discussing the problems of modernization.Second,the paper summarized and analyzed the research conditions of urban-rural relationship at home and abroad from the perspectives of “opposition theory” and “unity theory” and based on the main line of the important time point of the economic development in western country since the industrial revolution.At last,the paper discussed the research ways, innovationpoints and study paths.Part 2:the paper deeply discussed the relevant concepts, contents and of urbanization,new rural construction and balancing urban and rural development,and also analyzed the inherent link between urbanization, new rural construction and balancing urban and rural development based on our national conditions and combined with former research theories.Part 3:the paper discussed the theoretical basis based on the research of predecessors.Part 4:the paper analyzed the dilemmas of balancing urban and rural development from two aspects of current situations and problems combined with relevant data.Part 5:the paper analyzed reasons of the problems of urban and rural development from the urban-rural dualism,development strategy of heavy industries,rural industrialization and the misunderstanding of urbanization.Part 6:the paper analyzed the interactive mechanisms of urbanization and new rural construction from three aspects of market, culture and industry,pointing out that the interactive mechanisms of urbanization and new rural construction is the only way to balance urban and rural development.Part 7:the paper came up with the countermeasures of balancing urban and rural development from the aspects of system reform,building interactive platform and improving regulation and mechanism combined with the interactive mechanisms of urbanization and new rural construction.
