Research On Path Of Urbanization With Chinese Characteristics Based On Balancing Urban And Rural Development

First of all,this paper differentiates and defines the concepts of path of urbanization with Chinese characteristics,balancing urban and rural development and path of urbanization with Chinese characteristics based on balancing urban and rural development,presents the theories at home and abroad related to urbanization and balancing urban and rural development based on the literature review.Secondly,this paper analyzes the condition of urban-rural division to China's urbanization in three respects,including the household registration system,system of configurating resources different urban from rural areas,rural land protection system. And then explains the problems in development process of China's urbanization in five respects,including unreasonable structure of cities and towns'scale and number,urbanization lagging behind industrial development,prominent problems about offside of governments function,low quality,serious problems about population,resources and environment.Thirdly,this paper demonstrates the view that balancing urban and rural development is the inevitable choice for China's urbanization. By analyzing the necessity of balancing urban and rural development,we can see that balancing urban and rural development will promote China's urbanization comprehensively and sustainablely. Balancing urban and rural development demands eliminating the urban-rural barry,optimizating the resources between urban and rural areas,activating rural land resources,and all these will help promoting the urbanization process,therefore coming to a conclusion that balancing urban and rural development is an important means of promoting the path of urbanization with Chinese characteristics.At last,this paper regards balancing urban and rural development as an idea,method and means,and mix it into the methods of promoting the path of urbanization with Chinese characteristics,then we can get five routes for promoting the path of urbanization with Chinese characteristics based on balancing urban and rural development.1.Promote balanced development of large,medium-sized and small cities and towns based on balancing urban and rural development,including encouraging the development of large cities to radiate and drive the countryside ,actively developing medium-sized and small cities to transfer agricultural population fully,selectively developing some towns to join the urban and rural areas.2.Make use of the new industrialization's effect on urbanization based on balancing urban and rural development, including relying on infomationization through strengthening the construction of urban and rural information , relying on three industries developing collaboratively through accelerating agricultural modernization,relying on advantage of the human resources through improving the diathesis of farmers.3. Ensure the combination of market driving and government guiding based on balancing urban and rural development,including developing market-driven urbanization to make sure that famers'migrating is mainly determined by market,coordinating urban and rural management to develop government-guided urbanization , making market and government's division and cooperation to coordinate market driving with government guiding.4.Improve the quality of urbanization based on balancing urban and rural development,including strengthening urban infrastructure to ensure the smooth flow of production factors,balancing land developing and using to make scientific town planning,improving the housing conditions of urban to retain the immigrant farmers.5. Promote sustainable urbanization based on balancing urban and rural development,including strengthening the management of floating population to solve the population problem in process of urbanization ,transforming urban and rural economic development approach to conserve resources and the environment in process of urbanization,strengthening the construction of urban and rural environment to take a path of ecological urbanization.
