“Social justice” is one of basic contents among core social values, which meets the requirement of the development of socialism with Chinese characteristics. The 18 th Party Congress has clearly pointed that “social justice” should be listed as an important aspect of building a comprehensive well-off society. The Third Plenary Session of the Communist Party of the 18 th Party Congress has laid an emphasis on promoting social justice, and carrying on the reform of social justice based on social security and improvement on people’s livelihood. Realizing social justice and maintaining the legitimate rights and interests of every citizen to realize man’s all-round development are the tireless pursuit of the Communist Party of China. Adhering to social justice is the balanced allocation of social resources, which guarantees the premise of people’s sharing on the achievements of social development and a starting point of the people’s happy life, which has reflected the internal request of the Chinese dream. Fair and perfect social pension security system can reflect the fruitful achievements of national prosperity, rejuvenation and the development of people’s happiness.Comparing with social endowment insurance, which was carried out by Enterprises and government organizations and institutions and has many shortcomings, such as having differences in pension treatment, damaging legitimate rights and noting contributing to social justice, China has implemented “the New Pension System for Rural Residents” and “the Old-Age Insurance for Urban Residents” respectively in 2009 and 2011. On July 1, 2014, the State Council has made the decision to integrate the New Pension System for rural residents with the Old-Age Insurance for urban residents, and to establish a unified basic pension system for urban and rural residents. As the system is just established, how to protect the legitimate rights and interests of urban and rural residents, narrow the gap between it and other social pension systems to provide equal chances for the urban and rural residents to have the right of social security resources, which has become an urging problem to be resolved for building a well-off society.At present, there exist lots of problems in Endowment Insurance System. As a result, no related academic research. This article analyzes from the perspective of social justice Endowment Insurance System for the urban and rural residents in our country and aims to improve social pension insurance system. Meanwhile, we need to pay more attention on the comparison with other social pension insurance system in order to find out the crux of the problem. Taking the premise of national fiscal spending, taking the standard of treatment as a core, taking the integration of “the New Pension System for Rural Residents” and “the Old-Age Insurance for Urban Residents” as a key point and taking the improvement of the level of the urban and rural residents’ later life as the goal, we have to draw lessons from the developed countries and even build a more perfect old-age insurance system, which will boost the development of a harmonious society, safeguarding the legitimate rights and interests and social justice and eventually for reaching the goal of a well-off society in an all-round way.This paper has seven chapters, namely, the first chapter is introduction, which expresses the research background and research significance, research status at home and abroad and the research contents and methods. The second chapter is the basic theory of old-age insurance system, connotation and function. The third chapter is about the present status of the old-age insurance system in China. The fourth chapter is about the problems that existing in old-age insurance system. For example, it is still unfair, system is not sound, it has the low degree of sustainable, social endowment service industry is left behind. Chapter five analyzes the reasons why it is not sound from natural reasons, economic reasons, system reasons and social reasons and etc. Chapter 6 is about improving the urban and rural residents’ social old-age insurance system in our country, safeguarding the legitimate rights and interests of the urban and rural residents, and maintaining social justice. From the fair mechanism to establish social security system, legal support, policy support, system construction and so on. Chapter seven is the conclusion, which has pointed out the deficiency of the paper and the research focus in the near future.
