Research On The Implementation Status Of The Integration Of Social Pension Insurance System For Urban And Rural Residents

China's long-term urban and rural dual social security structure,especially urban and rural residents social pension insurance system is not conducive to narrowing the income gap between urban and rural residents is not conducive to promoting the equalization of urban and rural public service development,but also bring management efficiency loss,unable to adapt to liquidity,Affecting the financial sustainability and other issues.In the context of accelerating urban and rural population flows,the urban and rural social pension insurance system has been implemented.However,what has been achieved after the merger,but also what problems are needed to track research.At present,this research field has become a hot topic in China's social security system research,this study to guide China's urban and rural social pension insurance system development has important practical significance.Based on the current policy,this paper systematically introduces and analyzes the implementation of the social endowment insurance of urban and rural residents in Yuncheng City by using the theory of fairness and institutional change.Through the systematic analysis and analysis of Yuncheng urban and rural residents' social endowment insurance management center and local The implementation of the system of the attitude of the investigation,from the merger before and after the system design,payment level,management and fund sustainability aspects of the establishment of analytical framework,followed by Shanghai,Chongqing,Beijing,Sichuan different regions of the system design,Level and financial sustainability of the study and comparison,combined with different regions after the merger achieved the results achieved Yuncheng found the existing problems and put forward suggestions.The study found that:(1)the implementation of the social endowment insurance system of urban and rural residents to improve the level of urban and rural security,Yuncheng residents choose the same payment grade pension benefits than before the merger to upgrade many,narrowing the gap between urban and rural areas,(2)Rate to enhance the level of fund income and expenditure has brought a positive role in handling management services and information technology level has improved significantly.(3)after the merger system is more fair,management efficiency and financial sustainability stronger.However,Yuncheng City,due to the relatively short implementation of urban and rural housing security system,compared with other areas there are still some problems such as government subsidies are low,such as the limited capacity;collective subsidies absent,a single fund-raising channels;grass-roots management is weak,The level is relatively lagging behind;fund operating efficiency is low,the lack of financial sustainability and other issues.In view of the existing problems,the relevant policy recommendations in this paper include: the government should raise the level of payment base,explore a wide range of subsidies,improve the basic pension subsidy standards,enhance the incentive system,units at all levels to study to extend the payment of pension System,in the improvement of urban and rural residents social pension insurance agencies on the basis of service capacity,to promote the organization,the establishment of a diversified investment fund to ensure that the Fund's preservation and appreciation.
