Environmental protection is the priority target for the limited developing ecological zones. The limited developing ecological zone in Ningxia is the main Hui Autonomous region with fragile ecosystem; what is more, it is the key poverty alleviation areas in Ningxia and one of the most important ecological barrier areas in Northwest China at the same time, meaning the important position as for Ningxia and Northwest China. Due to the long-term weak economic foundation, the contradiction between the urgent need for social and economic development, acceleration the pace of poverty alleviation, and the fragile ecosystem has become the main contradiction in this area. Thus, finding out the breakthrough for this contradiction, and seeking the suitable developing mode on the basis of environmental protection, is a major priority for the Hui Autonomous limited developing ecological zone in Ningxia. The green development is a kind of development model with the social-economic development and no ecological environment of recession, undoubtedly a kind of best choice for the study area.On the basis of the establishment of index system for the green development level in the research, the entropy weight method and comprehensive index method were used to the green development evaluation for the study area from 2003 to 2012 with the view of space-time. Furthermore, the model of obstacle degree was drew into to find out the obstacle factors for the green development of the study area, then relevant analysis was conducted basing on the frequency statistics. At last, appropriate green development model and policy were recommended within the framework of the Ningxia developing functional zones. The main conclusions were as follows. (1) In the aspect of the subsystem, that is the government policy support and green economic growth, the relevant levels of the study area showed a rising trend in fluctuation on the whole from 2003 to 2013; while the system for the resources and environment carrying capacity was least optimistic, except for Longde County and Jingyuan County, the resources and environment carrying capacity degree of other Counties decreased at different degrees. (2) The comprehensive evaluation and analysis for the three main subsystems of the green development suggested that, during the study, the green development levels of the study area showed a benign situation with rising volatility on the whole, meaning the economic, social development began to coordinate environmental system stability. According to the specific differences of the evolution trends, three type regions were divided into the study area, that is, slowly rising area(Longde County, Jingyuan County, and Haiyuan County), relatively flat area(Xiji County, Pengyang County), slow decline area(Yanchi County, Tongxin County and Hongsibu District). (3) Study on spatial distribution of green development level of study area suggested that the high level area showed characteristics of migration from the north to the south region, the space distribution experienced the change from "North High South low" to "South High North low". (4) According to the results of obstacle degree model, counties located in the central arid zone of Ningxia faced the widespread problem of low resources and environment carrying level with the main features of drought and water shortage; on the other hand, promoting the level of green economic growth is the key breakthrough to achieve green development. (5) What is more, the green development models, for example the dot development mode, the pattern of eco-immigration, ecological compensation, eco-stockbreeding, ecotourism, and characteristic planting industry model, had better be implemented according to the local conditions of the study area. Improving the green development level of limited developing ecological zone in Ningxia Hui autonomous region, thus to promote the coordinative development of society, economy and environment.
