In order to analyse the structure and interaction of regional ecological economic system on the Limited Developing Ecological Zone, to find the scientific route, the paper buildes the "regional ecological economic system analysis framework"(REESAF) and "Regional social and economic system analysis framework "(RSESAF), integrates the thermodynamics method and the ecological service function value method, forms the input-state-output evaluation model of regional ecological economy, expresses system order, the ability of sustainable development evaluation function.And the paper expands the exergy analysis method is used to analyze social and economic system structure and the overall efficiency, and within the scope of the restricted development zone development connotation, choose Pengyang county in Ningxia as a typical area are studied. The study is a theoretical exploration of "idea of limited development" in national main function region strategy of china. The research result can provide the decision-making reference for the government to coordinate the economy and ecological environment. The study has theoretical and practical guiding significance.(1) 2008-2013a, the ecological economic system order of pengyang county is in a state of decline, external resource using intensity is continuously increasing, showing the "high input, low storage, low orderly" characteristics.Coal mining with a large scale exergy quantity(Exergy is the totally convertible part of the energy i.e., that part which may be converted into any other energy form.), the society resources consumption of other sectors is very small. After excluding the oil and coal mining, the system order is in stable state, a slight concussion rise, shows that if there is no large scale resources exploitation of other counties in Ningxia limited development zone, whose cological economy system order should be in a stable state.At the same time, the reality sustainable development ability(RSDA) and theoretical maximum sustainable development ability(TMSDA) is strong, the whole society production activities to provide the basis of value is far lower than the natural ecological value.But more prominent is that the ecological economic system of Pengyang county is converting to resource-based economy type, its complexity and the ability to expand ecological economic network is weak.(2) By extended exergy analysis (EEA), the currencies gross amount of products and services, investment continues increasing of 2008-2013a, and the unit currency exergy value is declining, improving the situation of the ecological economy. Unit labor time exergy value grows rapidly and the tendency is similar to that of a unit exergy value of currency.But compares to china and foreign level, labor unit exergy value net consumption of natural resources overall level is low, labor-intensive development is prominent; Monetary unit exergy value is significantly higher than domestic and foreign level, unit currency exergy energy consumption is big. In Pengyang county social economy, main part is consumption, and production capacity is weak, low level of development.(3)The conversion efficiency of each department in the social economic system:Excepts the service department and household department are low conversion efficiency. The conversion efficiency of extract department, convertion department and agricultural department, industrial department, transport department are all in higher level, for small scale, limited service scope. Second, it is because of the fixed assets investment and capital flows with larger scale and rapid growth, driving up the conversion efficiency.Third, because the paper compares the conversion efficiency of every departments to the domestic and foreign departments(the results of 10 years ago), in fact, the conversion efficiency of the Pengyang county departments is low.(4) From the exergy flow scale, the total exergy flow in and out of the extract sector is most large, scale of exergy flux reached 40.11% of the total flow of the whole system, significantly widening the gap with other departments, not in an order of magnitude, shows the proportion structure is mismatch between departments, and development model is single. The social and economic development mode is evidently resource-oriented; giving priority to with the agricultural economy, service sector next, industry sector is weak. all this confirm to the county ecological economic system order gradually reduce.On average between the social economic system of the sector of exergy energy flow path network sparse, service department and industrial sector and other departments most weak link of circulation. Social and economic system through their own production and products outside the territory communication exergy energy absorption ability is extremely low, mainly relies on the support the development of the value of resources and environment.(5) The whole the average conversion efficiency of Pengyang county social and economic system is 64.86%, only 6% above the level of 10 years ago, Britain, Italy, China, the level of less than 15 years ago in Norway, the efficiency is not high.
