Research On Functional Subdivision And The Development Of Special Industries Of Ecological Limited Developing Zones

The main functional area planning is the national spatial development strategic,fundamental and constraint programming, is an important basis for the preparation of various types of planning and land space layout optimization. Accelerate the implementation of the main functional areas strategy, strictly in accordance with the main function of the development and construction of urbanization, agricultural development and ecological security pattern is scientific and reasonable, is an important strategic task to promote the construction of ecological civilization and the realization of economic, social and sustainable development. Therefore, the "eleven five" plan from the national level according to the development way of land space will be divided into Optimized Development Zone, key development area, restricted development zone and prohibited development area. In the restricted development area, restricted development area is mainly Containing restricted development area(the key ecological function areas) and ecological agriculture.Limited developing ecological zones as a type of our country based on major function oriented zoning,refers to the ecological environment carrying capacity is weak to the social economy,and is not suitable for large scale of population and industry agglomeration, but has a significant impact on the national or large regional ecological security of region. In this paper taking Wanan County as an example, the limited developing ecological zones of the Wanan County conducting space functional subdivision, determine the regional development model of characteristic industry, rational planning of the production space, living space and ecological space, for the construction of harmonious, rich in Wanan has very important strategic significance.In this paper, according to the actual situation of Wanan County, using the composite index method dividing Wanan county into four categories,including ecological construction area and agricultural production area and urban development zone and prohibited development zone. Among them,the prohibition of the development area refers to the establishment of various types of natural reserve and Forest Park, geological parks, scenic protection area and other natural and cultural resource protection area, as well as key cultural relics(including national andprovincial) and punctuate distribution. The Wanan county has one existing national Forest Park(the national Forest Park), one county-level Nature Reserve(the Wanan County on the nature reserve), covers an area of 183.33 square kilometers, accounting for 8.9% of the county area. Thus the prohibition of the development area does not participate in the comprehensive evaluation,put it into the division of ecological construction. Ecological construction is the main component of Wanan land space,involving 73 administrative villages in 16 towns, a total area of 1190.7 square kilometers, accounting for the county’s land area of up to 60.7%. The characteristic industries are the ecological forestry, fishery, tourism and so on. Agricultural production is an important part of Wan an land space, involving 65 administrative villages in 13 towns, a total area of 730.4 square kilometers, accounted for the proportion of the total land area is 37.2%. The characteristic industries are the Selenium enriched rice, aquaculture, animal husbandry, vegetable industry, fruit industry and so on. Urban development zone is the core of Wan an future population and industrial agglomeration, involving 24 administrative villages in 9 towns, a total area of 39.8 square kilometers, accounted for the proportion of the total land area is2.1%. There are the electric energy, electronic information, biological medicine, food processing and other strategic emerging industries.
