Land Management Bureau of city and county is responsible for land registration in China. Based on the principle of territorial management, land registration dates are only stored separately in Land Management Bureau at the city or county level. With the development of land management and the constantly accumulation of land registra-tion data, the dispersion and distribution of information resources are more and more obvious. Therefore, it could not meet the requirement of information exchange timely and result in the isolation of information exchange. Moreover, the superior departments of county territory department could not supervise the work of their subordinate de-partments effectively by reason of the information asymmetry. To solve these problems, our government is trying to make use of dynamic supervision of Land Registration In-formation Supervision and Query System (LRISQS) to improve the current situation. The key to utilize real-time supervision of land registration is to ensure that all levels of land registration data become real-time and consistently. However, different parts of respective land registry established on their own databases, it means these land regis-tration databases are both different in structure design and content expression. For this reason, there is an urgent need to know how to achieve the land registration data acqui-sition from other database at the county level and obtain land registration data through the network quickly and efficiently. These are the two major challenges in the current for us.This paper, which was focused on the data synchronization of all three levels: province, municipality and county in database construction, starting with data of LRISQS, and employing the approach of incremental updating based on the features’ changing process and the technology of data synchronization. Afterwards, it mainly expounds the design of data synchronization scheme. The major content and the spe-cific results are as follows:(1) This paper proposes a way to identify and store the changing information of land registration caused by data updating based on the consideration of feature’ chang-ing process. With the analysis of the dynamic supervision of land registration infor-mation and the application requirements of land registration data, this paper designs the land registry database structure. According to Land Registry data source character-istics and updated characters, this paper put forward to present the incremental organi-zation of land registration attribute and spatial data for multilevel synchronization.(2) An incremental update policy based on transaction described with XML is proposed. To make the most of the existing date resources to utilize the sharing of spa-tial information, we must solve the problem of the integration of distribute heteroge-neous data. The thesis reviewed the ESRI’s geodatabase replication and synchroniza-tion, as well as the XML-based spatial data synchronization method.(3)The solution is deployed in the application of data submitting to remote data-base system. To achieve the land registration data of province, municipality and county synchronous update, the synchronization technology system of land registration data is build.
