Along with the process of China’s reform and open to the outsides, and along with the integrative trend of global economy, it has been the important composition of entrepreneurial development strategy that entrepreneur operate transnationally. Chinese entrepreneurs made remarkable progress and achievement in implementing globalization strategy while revealing some problems and encountering tough challenge. One of the primary difficulties is the scarce of talents for entrepreneurial internationalization as well as the deficiency of the cultivation system for such talent development. As far as the vast middle and small size entrepreneurs in central and western part of China are said, it is the fundamental route to enhance its global competitiveness and have the better performance in international competition by continuously uplifting its effect and efficiency in cultivating the globalized talents with the combination of the characteristics of both entrepreneurs and industry.Taking into account of the demanding for the entrepreneurial globalized talents in the implementation of globalizing strategy of OVM, the current situation of the globalized talents development of this entrepreneur is diagnosed in this paper by using the competence model and psychological assessment, followed by the analysis of causes to these problems. Furthermore, a model of globalized talents development and a modular system of cultivating globalized talents are developed in this paper, as the reference to which the optimize measures are given to the subject, object, method and implementation condition of the cultivation of globalized talents of OVM. Although some assessment indexes are given to the cultivation of globalized talents of OVM in this paper, the evaluation and analysis to the implementation can be only done in the subsequent study as the practical works has not been completed yet.This study provide the reference to the vast middle and small size entrepreneurs in central and western part of China for how to constitute entrepreneurial globalized talents alignment in the progress of implementing walking out strategy and participating the global competition.
