With the development of China’s market-oriented reform of interest rates, deposit and lending rates gradually liberalize the pricing spreads space traditional banking business continues to narrow. Major banks have to develop intermediate business, the credit card market has become the focal point, in addition to national commercial banks, local financial institutions have begun to develop the credit card business. Changsha Tianxin Hunan rural cooperative banks under the rural credit cooperative union as a local financial institution, launched a credit card business in recent years. However, due to the external environment as well as its own internal features, making its credit card business encountered a series of problems of marketing and risk control in the process of development. Therefore, to explore Changsha Tianxin rural cooperative banks and credit card business development problems in providing solutions has practical significance for the development of rural cooperative bank credit card business, but also for our rural credit cooperatives and other financial institutions in many rural development of credit card business reference.Firstly, the status of development of Changsha Tianxin rural cooperative bank credit card business were summarized by the past two years the relevant data card business development, analyzed from several product categories, card case, the income structure, overdue, etc., find their credit card business there is a small card volume, less product variety, late in serious condition, lower fee income, weak areas of service problems.Next, the above problems in the credit card business, the paper analyzes the causes of problems, we found that as the industry competitive, high credit risk, the credit system is imperfect, and other relevant laws and regulations are not sound external environment, coupled with the Changsha Tianxin countryside lack of cooperative banks own marketing, service, risk management, system equipment, personnel quality, resulting in poor rural cooperative banks Changsha Tianxin credit card business. Finally, through the experience of domestic and foreign bank credit card business development, and proposed improvements from product marketing, customer service, risk management, brand building and personnel development in five aspects, to promote the development of Changsha Tianxin rural cooperative bank credit card business enhance its competitiveness in the credit card market.
