| After many years of practical experience, the total engineering management has been used in our country government investment project. But in the process of execution, there are a lot of problems. Engineering budget beyond the phenomenon is still very serious.Based on the brief analysis of government investment project cost management mode at home and abroad and the cost of construction in each project stage, Compare the difference feature between government investment and non-governmental investment project cost management from the body of the cost management, processes, and constraint mechanism in three aspects. Points out five problems of our government investment project at present. They are project decisions are not scientific, survey and design defects, standard series standard bidding irregularities, construction phase changes frequently and visa management chaos, completion settlement overrated phenomenon is serious. The main reason is inadequate, insufficient attention to survey and design, project bidding stage supervision does not reach the designated position, construction change management is not strict, final accounts audit strength is insufficient. This paper puts forward the following Suggestions:Firstly, to focus on cost control by strengthening the scientific nature of the project, design audit strictly, improve the way such as perfecting the bidding work in the early stage. Secondly, strengthen the supervision of construction of change by the way such as design change management, construction project contract management. Thirdly, to improve the late settlement audit, the construction company must entrust a third party to audit and review, and then submitted to the finance and auditing department audits, scrutiny by the financial audit and settlement.. Finally, strengthen the accountability of cost of construction project beyond the phenomenon by constructing the performance evaluation system of government investment project cost management. |
