With the rising of China’s economy, as well as the implementation of the development strategy of "going out", a growing number of large domestic enterprises gradually have stepped into Asia, Africa and Latin America and other third world countries and regions where technology is relatively backward to carry out market development and international engineering contracting. But because there are many uncertainty factors in the international engineering projects, in order to avoid risk as well as increase the financial gains, urgent need for international project risk management and studies on risks apprearing during the implementation of international project are therefore required; Many international project contracting enterprises are unable to answer questions like in what way the risks will affect the project; what is the possibility and negative influences of those risks; how to determine the most danagerou risk; how to minimize the negative influence; what kind of mechanism shall be implemented to cope with risks; how to monitor and control those risks, etc.Standing on the point of view of international engineering company, this article uses the theory and method of risk identification, risk analysis, risk assessment and risk control measures, combining with the thorough research on the characteristics of Ethiopian K sugar mill project.This article has firstly introduced the domestic and foreign researches and results of international project risks, the overview of Ethiopian K sugar mill project and project-host country Ethiopia’s profile and background. Then this article applies the literature survey method, questionnaire survey, brainstorming and bones diagram analysis method of project risk management theory for project risk identification, identifying the five major risk categories and 20 risk factors as well as analyzing those factors in detail in the meantime. By using analytic hierarchy process (ahp) to evaluate the risk factors, this article calculats three factors which seriously influence the project. Finally, aimed at the three serious risk factors, this article puts forward the corresponding methods and measures against risks.Based on the risk analysis and response of Enthipian K sugar mill, this research provides realistic reference for domestic engineering companies which want to go abroad to undertake engineering project, so that they are able to avoid and reduce the similar risks in Africa.
