Study On Evaluation System Of Land Management Performance For Small Town

At this current time, our country had already stepped into the critical time of building the comprehensive well-off society.it was not only the important time of economic transformation and upgrading, but also the time of accelerating socialist modernization and the key period of the further development of urbanization. The words "New Urbanization" had become a hot word. In this round of urbanization, the small towns were the leading role. In this context, building an evaluation system of land management would be good for improving the land management level in small city.Based on Balanced Scorecard theory, this paper had constructed an evaluation system of land management in small towns from four aspects, including the customer, financial, internal business process and learning and growth. It contained 3 layers, like the target layer, criterion layer and index layer. Then the indexes were divided into three types, and we selected different ways of index standardization according to the types. Using Entropy method to make sure the weights of each indices. Finally, using multi-factors ways to calculating the land management performance.In the empirical analysis stage, this paper took Huzhen as an example, collecting the dates of indexes from 2009 to 2013 by turning to the Bureau of Statistics and the Bureau of Land Resources. The result showed that the land performance of this town had great progress, from 15.5 to 70.65. Firstly, we thought that the policy of small towns construction had promoted the land management performance. Secondly, we regarded the internal business process as the main point of the progress. Finally, the customer, financial, learning and growth were the key to enhance the land management performance.Basing on the analysis, we believed that if we want the land management develop sustainably, the following things must be taken into account. As a first step, we should make sure that we can make progress while maintaining stability in the internal business process. Next, customer orientation rule must be constructed in consumer dimension. Then, when we were facing the finance, we should keep cost effective conception in our minds all the time. Last but not least, in order to make it to be a innovative organization, the culture of studying played an important role in it. So. the last meaningful thing was that we should create studying atmosphere among our organization.
