Due to rapid industrialization, urbanization processing and the need for industrial restructuring, our service has been great emphasis on the socio-economic development process, especially those with high value-added, high-level, knowledge-based, technology-based features modern service industry, has become the future direction of economic development in China. Rapid development of modern service industries and accelerating the construction of the service economy of the modern industrial system, are China’s most important strategic initiatives in economic transformation and upgrading. But now China’s modern service industry as a whole is still at the low end of the global value chain links and the promotion of modern services along the value chain has become the world’s current problems to be solved.Firstly, this paper defines the concept and connotation of global value chains and modern services from the theoretical level, and analyzes the factors affecting the upgrade path and upgrades of the modern service industry. Factors during the analysis of modern service industry upgrading, respectively, from human capital, innovation and the environment, economic development, urbanization, market openness and market and policy factors which six perspectives to analyze them how to impact the upgrade of modern service industry in the global value chain and accordingly propose the corresponding assumption. Then it has analyzed the current development status of China’s modern service industry from existing problems from the characteristics, increment and employment of modern service industry in the current development these three aspects, then put forward the existing problems from four aspects in the development of modern service industry.Then based on the theoretical analysis, this paper examines the empirical status and its influencing factors of modern service industry in the global value chain. Empirical analysis consists of two parts, the first part of the structure in accordance with the business logic, as reflected in the structure of production, the use of export index accurately measure the complexity of modern service industry in the global value chain’s status. Quantitative measure of the level of initial exploration of China’s modern service industry in the global value chain is made herein, and in previous research is relatively rare. The second part is that selecting the complexity of modern service exports as a dependent variable, and based on the theoretical framework selecting six variables as explanatory variables analysis the influencing factors of modern service industry in the global value chain by regression model to empirical. The empirical results show that human capital, innovation and the environment, economic development, urbanization level on the upgrading of China’s modern service industry in the global value chain have a positive impact, and market openness and market and policy factors will have a negative impact.Finally, based on the above of theoretical and empirical analysis, it proposed policy recommendations. During the upgrade process in the current global value chains of our modern service industry, it should increase foster technical service personnel, implement of innovation-driven strategy, play an exemplary role in the service sector, strengthen urbanization, improve the market system and promote open government functions.
