Past monopoly as a single subject of electric power system is more and more old can not adapt to the needs of the development of the market economy country electric power system reform are put forward. The overall goal of power system reform is:to break the monopoly and introducing competition, improve efficiency, reduce cost, optimize the allocation of resources, promote the development of the electric power, promote nationwide network, build a government under the supervision of separate government functions from enterprise management, fair competition, open and orderly and healthy development of the electric power market system.
