A Research On Optimal Model Of Supervisors Assignment

Human cost management is an important segment of supervisor enterprises’ project management. How to make use of existing human resources, with the most rapid and most effective cost-saving manner to assign work and successfully fulfill contract, is an important issue that decision-maker must face. Its essence is an optimization problem. At present the domestic project decision-maker in supervision project usually use methods by their own personal experiences when it comes to determining staff assignments, Witch cause unnecessary waste of human cost. It became the primary task to build the optimal model of assignment in the Human Cost management.The author contemplated the field in staff assignment of large and medium-sized supervision project, with the computer as the tool, with the concept of the supervision contract constraints staff assignment, and created an optimal staff assignment model. In order to find solutions, this model first quantifies the work load of Supervisors that based on the terms and conditions of the supervision contract, then analyzes the assignments of Supervisors according to the restrictions of contract, and finally, based on the number of Supervisors, analyzes the corresponding requirements for secretaries, operation costs, and regulatory costs. According to this data, the mathematical formulation is established and fed into the LINGO software to find the optimal staff assignment with a minimum supervision project cost.Main achievements of this research:(1) an optimal staff assignment model has been built.The model is integer programming. With the help of EXCEL and LINGO software analysis and calculation,many factors-constrained supervisors assignment problem can be obtained.(2)It has been proved that benefit of cutting-cost is obvious by analyzing the railway project supervision work and using the optimal result. It achieves the aim of the optimal deployment of human resources to assign tasks under the constraint of different contracts, different conditions, different kinds, and different capability.(3) By analyzing the parameter sensitivity,it has been found out that the factors significantly influencing the supervision project cost.Inspectors’ salary adjustment influence the project cost significantly; Inspector’s the amount of work is the most significant effect on the whole project cost; All kinds of the engineer’s work are the biggest impact factors of project cost.
