With the rapid development of science and technology, the trend of economic globalization has been increasingly strengthened, and enterprises are facing increasingly fierce competition. Ultimately, the competition between modern enterprises is the competition of human resources, so human resources management plays a very important role in corporate competitive advantage and become the deciding factor of modern enterprise to get sustainable development. The construction industry as a pillar industry of the national economy development is even more so, the construction enterprises must pay more attention to human resource management and its effectiveness evaluation so that they can get a better development in the fierce competition.Since China’s accession to the WTO, foreign construction enterprises began to enter the Chinese market, and the talent was attracted by their high treatment and flexible employment mechanism, thus China’s construction enterprises has brought unprecedented challenge. However, most of researches on human resource management evaluation are mainly for the general enterprises, not specifically for the construction enterprise. Therefore, this paper tries to construct an evaluation model for construction enterprises, which can provide practical guidance for the human resource management of construction enterprises in China, furthermore, it also can help the human resources workers to discover problems and make improvement in time, which will give full play to the potential of the human resources and improve the level of human resources management. Besides, it will help to promote the development of the whole industry and help the construction enterprises gain competitive advantage in the international competition.Firstly, on the basis of the research status at home and abroad, this paper fully analyzes the characteristics of the construction enterprises and its human resources management, and then establishes the system of corresponding evaluation index. Through statistics, screening and supplement, the index systems which is combined expert consultation with questionnaire survey and other methods was ultimately constructed, which has certain representativeness and industry characteristics. Secondly, through comparison and analysis of a variety of common evaluation methods, considering the construction enterprise human resources management evaluation of the "grey" feature, this paper uses the grey system theory to establish the evaluation model of human resource management, which is based on center of triangular whitenization weight function, and then uses AHP method to determine the weight of indexes. Finally, applying the evaluation model to a construction enterprise in Gansu province, and corresponding suggestions and improving measures was put forward. The empirical analysis results show that the evaluation result of this method is reasonable and suitable for human resource management effectiveness evaluation of construction enterprise.
