At present, the economy developing rapidly and society progressing constantly, the competition between enterprises is becoming more and more fierce. Human resources, as a special resource, plays a crucial role in the competition. In recent years, enterprises pay more and more attention to the role of talents. The competition of human resources has become the core of the enterprise competition. Hr strategy is an important part of the enterprise's overall development strategy and the overall planning of human resources management. Only choosing scientific human resource strategy can allocate human resources rationally and give full play to the role of human resources. It can improve the level of human resources in enterprises, forming competitive advantage of the enterprise human resources. Also it can support the enterprise's overall strategy and promote the realization of the overall strategic objectives. So choosing scientific human resources strategy is the important premise of achieving an organization's overall strategy. Objective and quantitative decision method is the key to select scientific strategy. However, human resources strategy decision-making method is seldom, which is with stronger objectivity. In order to solve the problem, we try to optimize the grey clustering algorithm of whitening weight function and apply it to the practice of human resource strategic decision making. It provides a objective method for human resources strategic decision-making.This dissertation uses the method of grey optimization clustering to research on the human resources strategic decision model. First of all, we analyze the relationship between the impact factors and the ideal human resource strategy and the evaluation class indexes of hr strategy is refined. Using Delphi method gets the secondary primary evaluation indexes of human resources strategy. Then using the analytic hierarchy process selects the secondary primary evaluation indexes and determines its content and weight, constructing evaluation indexes system of human resources strategy. Secondly, by using empirical analysis method, we designs the grey classes of hr strategy evaluation indexes and determines the number of grey class, evaluation range and the center of the grey class. On the basis of Whitening weight function based on the center, the Whitening weight function, which is in accordance with the characteristics of hr strategy evaluation indexes, is also determined. Then, according to the principle of relative membership degree, the arithmetic of grey optimization clustering coefficient is designed and human resource strategy decision-making model is built. Finally, take kun lun LTD company as an example for empirical study to prove the rationality and feasibility of the model. In this paper, the result of the research both provides methods for human resource strategic decision-making during the period of " 13 th Five Year Plan " and broadens the application fields of grey clustering theory.
